If your document has not gone through a review process it is probably not ready to be copyedited. If the review process suggests the text needs substantive work, you should consider a developmental edit. Copyediting does not take the place of developmental editing. However, you may choose a medium or heavy copyedit if the structure and content pass review, but you require rewording for flow and clarity, check of heading levels, edit for active voice, and so on.
